Why First-Class Mail Is Required
Invoices and statements must be sent via USPS First-Class Mail. This is a strict USPS requirement based on the nature of the mail content. These items cannot be sent using USPS Marketing Mail, Standard Mail, or Bulk Mail.
Important Note:
- USPS First-Class Mail does not have alternative names.
- Marketing Mail, formerly known as Standard Mail or Bulk Mail, is a separate class of mail and has specific restrictions regarding content.
USPS Marketing Mail Restrictions
According to Section 2.0 of the USPS Domestic Mail Manual (DMM 243), Marketing Mail:
- Consists of mailable matter that is not required to be First-Class Mail or mailed as Periodicals, and weighs less than 16 ounces
- May not contain bills or statements of account, except under very limited and specific exceptions outlined in section 2.5.2.
- May not contain personal information unless it is:
- Directly related to a product or service being advertised,
- Used solely to support the advertising or solicitation, and
- Included exclusively to support the advertising or solicitation
These restrictions ensure Marketing Mail is used primarily for promotional content and not for transactional or personal communications.
