What Is HB1003 / Effective Date
- House Bill 1003 (HB1003) is legislation in Washington State that changes how landlords must send termination notices.
- Effective date: The bill became law on July 27, 2025.
Enabling Certified Mail for Your Account
To use certified mail under HB1003 via LetterStream:
- Navigate to our Chatbot and request the capability for Washington State be added to your account. Please ensure you provide it with your email address (that's on your LetterStream account) so our team can add it to the correct account and respond back to you.
- After the option is enabled, you’ll be able to send certified mail to Washington State addresses
Using Certified Mail via LetterStream
When preparing a certified mailing that needs to comply with HB1003:
- Create your mailing as normal within your LetterStream account.
- Before you check out and pay, you will see the option to Add Washington Delivery to the mailing.
- Selecting this option will ensure the job proceeds correctly.
Once approved:
- Letters approved as Washington Certified will be mailed out the following business day.
- Once mailed, the letter will enter the Washington mail stream three business days later.
