Certified Mail - Restricted Delivery
Getting Started
Certified Mail with Restricted Delivery adds extra control to your mailing by ensuring only the designated recipient—or their authorized agent—can accept and sign for the delivery. This feature can only be activated in your LetterStream account upon request.

What is Restricted Delivery?
Restricted Delivery is an optional service that can be added to Certified Mail to enhance delivery security:
- Ensures the letter is delivered only to the named recipient or an authorized agent.
- The recipient may be asked to show valid identification upon delivery.
- USPS personnel verify identity before releasing the letter.
- Adds an extra layer of protection for sensitive or confidential mail.
- Costs an additional $13.99 per recipient.
Delivery Process and Exceptions
The USPS handles Certified Mail with Restricted Delivery as follows:
- Initial Delivery Attempt
- The mail carrier tries to deliver the item directly to the addressee or an authorized agent.
- If Unavailable
- A "Notice of Attempted Delivery" (PS Form 3849) is left.
- This notice includes pickup instructions and the location of the local post office.
- 15-Day Hold Period
- The item is held for 15 calendar days at the local post office.
- If unclaimed, the letter is returned to the sender.
- Non-Delivery Scenarios
- USPS cannot leave the item with anyone else due to restricted delivery rules and will return it to the sender.
- The recipient may refuse the letter, just as with standard Certified Mail.
Important: LetterStream cannot guarantee USPS compliance or successful delivery, as the final handling is at the discretion of the postal clerk.
